Frame: add SToRM32 gimbal parameters

These parameters can be used to configure ardupilot to control a SToRM32
3-axis gimbal attached to Pixhawk Telem2 port using the MAVLink
protocol.  Gimbal Tilt is controlled using the RC6 input
master
