waf: update submodule for autoconfigure fix

There was a bug on Waf's autoconfigure feature: if one of the files from the cached list was deleted, the reconfiguration check would raise an exception instead of forcing a reconfiguration. This update cherry-picks the commits fixing that. A rebase can be done when there is a new release.
